Guys, is it ever okay to compliment a guy's facial appearance without connoting flirtation?

I do not flirt or express romantic/sexual attraction. Ever.

However, I find that some people are too good-looking. I've complimented other women before, but that's because it's least likely to come across as flirting. I am afraid that if I compliment a man, then he would be interpret that as flirting. Maybe it's best to turn it into a question?

"Have people ever told you you look, um, very handsome?"

"Wow! You seem more good-looking than I! I wish I have eyes like yours!"
