Is it really true that if a guy isn’t where he wants to be in his life, it doesn’t matter how he feels about you, he won’t pursue you?

People say this, but I see men and women together in school, working on their paths and getting married, still working on their paths. I see guys all of the time who are working towards things but have a girlfriend. So, I am not sure I believe this anymore. Does “achievement” or being where he wants to be really trump genuine feelings for someone?
