How do you tell someone you want to "take a break" (from friendship)?

We're not friends. We're very good acquaintances. We're not friends cause we never hang out alone. Yet we've trusted each other with some very deep knowledge about one another and if we didn't invite each other to our birthday's or important event, it wouldn't be well-seen. But I'm sick of trying to build a friendship and hang out alone and him always saying "he's busy" and not suggesting another day. Maybe he's like this with everyone. What do I say so I'm gentle/kind about it? I don't want to give him an ultimatum.. I want to talk it through a bit and see if he understands where I'm coming from. Is it even worth it?
