Either he didn't cheat or he did. Being a cynic, I'd say he did.
Not that I would ever cheat, but I would also see this as...
He could be ashamed of his cheating.

But, he could honestly have not cheated, or he thinks you've given him a bunch of "Kobayashi Maru" tests before. The Kobayashi Maru was a famous test in Star Trek for graduating command students in Starfleet. There have only been a few who have beaten the test, (Kirk cheated, but it was considered a win) and it's generally known as an "unwinnable scenario."

Questions like "Do I look fat in this dress?" are typically those kinds of tests... you say "no", then you're lying. You say no with a pause, then you're an ass and you're lying and you're bad at it; and your hesitation means you were trying to come up with a lie. If you say "Yes," then you just told her she's fat. Telling her she's fat, and the dress doesn't matter because she's fat anyway, is a BAD idea, even if it's what you consider the truth. No matter the answer, in your head, he's cheated. It COULD be that kind of situation where he just doesn't want to deal with "the unwinnable test."

Who knows? I might answer a different way. Or I might just try to ignore the question like he did, though doubtful. And I have yet to cheat on anyone. I barely even notice other women if I'm in a relationship. I probably won't skirt the question... it's usually not my particular tactic. But that doesn't mean other guys don't.

If I were him, and I have never cheated on you, I would also say the same. Just to leave you wondering whether I did it or not.

If I deserve the accusation even if I didn't do it, then you deserve the agony of contemplating what exactly happened.

How about he doesn't want to hear your shit? Even if he did not cheat on you he probably doesn't expect you to believe him. He could easily just say "no", but he knows you will hound him. This is probably why you broke up in the first place.
