You didn't provide much detail, but I'll assume you mean in the context of a (current or hoped for) romantic relationship.

He could be jealous that someone he wants to be in a relationship with seems to be interested in other guys or has other guys showing interest in her because he's worried that she'll go with one of those other guys instead of him.

If he's already in a relationship, some guys would be jealous if his wife/girlfriend is flirting with another guy (or not firmly rejecting another guy flirting with her) or if she lets another guy see her naked or even if she wears clothing that could attract/arouse another guy. (That's only some guys. Some guys like having their partner arouse other guys because they like showing her off, while some guys want her to save anything remotely sexual for him only.)

Basically, guys get jealous for the same reasons that women do - they're worried that someone else is going to get something they want or worry that someone else is going to take away something they have and want to keep or is getting something that they think should be reserved only for them.

Jealousy can be warranted or unwarranted.
I don't think a person exhibiting jealousy is really the marker of whether something's happening or not.
And some people keep their feelings concealed, while others are more outward with them.
Some men are territorial, feeling like their woman is their property.
