Why do people go to the gym to train but don't put on muscle?

I am not shaming or anything but I have met multiple guys who said they were into weight lifting and gym training but they were really slender and did not have mich muscles.
Are they hard gainers or is it by choice? But why lift weights if you don't want to at least get a little built? I couldn't ask them because it seemed rude to ask that.
I am myseld getting into weight lifting and I definitely wanna get a good definition out of it.
