Bulk. Eat a surplus of 200 or 300 cals. Dont worry about the extra stomach gain. Lift heavy and increase the weight. Do this for 3 to 4 months. After that, cut to lose the weight. Eat 500cals less than your maintenance. Do more cardio. Lose the fat. You would have gained muscle and your entire body will change. Thats how i solved ny skinny fat body

Also. If you have extra cash to spend. My friend had laser lipo done. you'll need afew sessions. The more expensive one is fat freezing. But only do these when you're cutting . Goodluck x
