What’s going on? why am I not losing belly fat, or fat in general I workout every day, I take rest days every 3 weeks, why am I getting chubbier?

I’m 5’3 and if I flex I have abs, but I still have some fat. I need recommendations. I do a pretty balanced workout and I don’t eat a lot.
