Why am I still putting on pounds?

All I've eaten today was a couple spoonfuls of oatmeal (Quaker oatmeal made with water, cinnamon and a plastic spoon of peanutbutter) and I've just been drinking water.
My weight has been fluctuating all day between 186 and 189 pounds.
I'm trying to lose more body fat but since I've started (a few weeks ago at 195-200 pounds) I just seem to be stagnating. I've been lifting make shift weight (I filled an empty bottle of detergent with water and do do 3 reps of 25 on each arm every few hours).
Should I be concerned or is this normal?
Why am I still putting on pounds?
