Is there any way to tell the difference between belly fat and water weight?

I'm slim throughout almost all of my body, but I have a stubborn belly area that I can't seem to get rid of. That's my only trouble spot. My tummy looks flat when I wake up in the mornings, but then grows bigger throughout the day. I can't tell whether it's actual fat, or if I'm retaining water.

It would be really nice to know what's going on in there, so I wouldn't have to keep dieting unnecessarily, if it's just water instead of adipose tissue.

Would there be any differences, such as fat feeling more firm than water?

(Not sure if this is important or not, but I'm 5'5" and my weight is between 135 and 140, so my BMI is about 23.)

I would really like to know whether this is fat or bloating. Does anyone have any ideas for how I can tell?
