Why is fat necessary?
You are under 18. You are still in your growth phase. And body needs fat to build and to work. Amd weight loss more of a mental thing rather than physical thing.

You can not target an area where you want to lose body fat. You either burn it or you don't.Ab workouts don't do much in way of burning fat. Not saying don't do them. You should and definitely develop your core, but abs alone aren't much.Your diet also has to be on point.You have to build muscle. You don't have to be He-Man, but you have to tone your body.
