Running vs fast walking, which one slims and tones thighs and legs?

I've lost 80 + pounds and still losing, I've been walking long distances for months and I've noticed a little difference but my legs are far from toned. I don't want bulky legs, just slimmer as I'm quite short (5'5) but I've never tried running before..
