My friend works as a care worker. She stated that men are only allowed to perform personal care on men , but not on women. Women can carry out personal care on both genders. Is this true, and why?

I work in senior care, and my company allows male caregivers to give personal care to female clients. However, the clients aren't usually comfortable with this. I'm not sure why. Maybe they're still used to nursing/caregiving being a primarily "feminine" job.
But then, at my other job (at a restaurant), male employees aren't allowed to go inside the women's restroom to clean it. But female employees have to clean both restrooms. It kinda sucks, but that's how it is.1
