Why do people use "if you have to ask, you ain't up for the task" logic?

For example, a person asking how to be a leader.

Asker: How do I be a leader?

Commenter: If you have to ask how to be a leader, you're not a leader.

Now let's use the same logic with another question.

Asker: How do I buy a green shirt?

Commenter: If you have to ask how to buy a green shirt, you don't have a green shirt.

Well, duh. That's why I'm asking.
