Technically aren't both men and women originally gender neutral before they are born since it takes a while for the second chromosome to activate?

I don't get why people say that men were originally "women" when it takes one "X" and one "Y" chromosome to make a man and two "X" chromosomes to make a woman. Also your sex is already determined when the sperm meets the egg. So technically Both men and women start without a gender/gender neutral, not as "females".
