What are two reasons why New York State should not raise the age of criminal responsibility to 28 and keep it at 16?

1. It enables criminal behavior that would not be legally criminal. This will drive up insurance costs because of the effects of victimization.
2. It is inconsistent with all other legal (and scientific) theory. Biologically, there is not a significant cognitive difference between an 18 and 28-year old. The only differences are experience and some maturity. But an 18-year old knows the difference between right and wrong no worse than a 28-year old. The law understands this biological reality which is why adulthood is legally considered as 18 years old.
