I would emphasize the practical/external costs. If the cost is just feeling embarrassment or something, I think that's not a real cost. But if the cost is like death or grave injury or something like this, then I think you have to balance out the risk vs. reward to figure out whether or not to try it in the first place.
It helps not to be motivated by fear though, I would say. For example, you don't have to be afraid of jumping off a cliff to refrain from doing it. You could just think it's a dumb idea where the risk of survival is very low and the only reward is a brief moment of fun. So the risk is very high while the reward is very low.
