It means that Jesus (Peace Be Upon Him) who is one of the greatest Prophets in Islam was given the Gospel (we call it Injeel) just like the other Prophets who came before him and Allah put compassion and mercy in the heart of his followers but they invented this new way of life which is Monasticism. They were not told to follow this lifestyle. They were in the wrong in doing so. This is what is meant from this verse of the Holy Quran essentially. This verse answers your question why Muslims don't have monk and monasteries in Islam.
