Are these subtle signs this guy is flirting with me?

For about 1.5 years a guy I work at same company with does the following:

1.) Holds eye contact - like if I look up or around the room and we catch "eyes", he holds it & will no look away, blink, anything until I do. It creates this butterfly feeling inside. ALL THE TIME, ALWAYS - he'll break from what he's doing to catch my eyes.

2.) Once was talking to another male coworker and this guy comes up besides us, looks sideways at me under his brow directly into my eyes and holds it again - taking my breath away almost

3.) Once I turned around in my chair and he was staring at me and he quickly turned away.

6.) We were all outside and I walked a different way than when I sat down he walked passed me and steverybody else and he followed me and stared in my eyes and gave me a little coy smile.

7.) Has given me several coy smiles

8.) Sometimes (not always) gets red in his face when I suddenly appear

9.) Stands real close to (my personal space) and doesn't say anything

10.) Came to my area cause he was showing the new girl around and he stood at my office door, body was facing me and stared at me and I said "hello there" and it took him like 3-5 seconds to say hello back to me.

11.) Has made a couple jokes during an email..responded to me "jokingly"

12.) Caught him doing a full body scan once in the lunch room and he quickly adverted his eyes once I caught him.

13.) One last thing, sometimes I run to a nearby taco place for a lunch time thing and when I put my message as "off to taco bell" ..well 3-4 times I caught him there to and he'll drive by me really slowly and stare.

WELL? He hasn't ever asked me anything much. He did once ask me something. He has said hi many times but he seems like the shy type but also the confident type.

What's up? Does he have interest in me? I will not chase him so if he's looking for me to chase I will not.
