I never made a move since she found out, sadly. Why'd she never approach me if yes?

In the 4 classes since she found out that I like her:

-Looks over at me (still)
-Tried getting my attention once
-Initiate/held eye contact with me for a prolonged time when she could've easily ignored me (I asked here before and majority said it was an Invite to talk to her)
-Has made it more obvious she was looking at me and didn't hide it like she did before
-She changed her Facebook pic right after finding out to a picture of her smiling/blushing, on days I saw her after this and didn't talk to her, she changed her FB pic to her with a blank face, which is weird for her because she's always smiling

But, she never approached me about it once. When I saw her in class the day after her finding out, she ducked down and whispered something to her friend when I walked in. Her friend also asked who was in class one day and she whispered when she got to me. Its summer break now, and I haven't seen her in a while. My sister follows her on Instagram and apparently before she knew I liked her she was occasionally posting 'cute couple' posts and now she posts more sad/hopeful love quotes.

***This is how she acted before she knew I liked her, for reference:

-Looked at me when she thought I can't see her, looks away immediately if I catch her
-Shy/Different/Nervous around only me for no reason
-Genuinely smiles when we talk for no reason
-Can't hold eye contact for long at all, never once initiated it
-Puts her phone down, completely faces me and gives me 100% attention when I approach her
-Constantly adjusting clothes/hair even if barely anyone can see her (I can however)
-Mirrors me
-Tries purposely bumping into me for whatever reason
-Froze up asking me a simple question

She's always been shy around only me. She knows I like her but that I never had the opportunity to do anything/talk to her about it.

She was walking back to her car on campus. I was at getting out of my car to go inside. I shut my door & started walking coincidentally after looking over & seeing her walking to her car (it was her but I couldn't tell that then).

We were a good distance separated, she got to her car as I was walking in her general direction. She could've ignored me completely, but she did the complete opposite. She had her eyes set on me even a little bit before she got to her car, & she stood there facing her car but with her head turned looking right at me. There was no reason for her to do this. I was not looking when she initiated it, I saw her staring & I looked over at her. We exchanged eye contact for a prolonged amount of time before I passed her & I broke eye contact. She got in her car almost right after.

Thing is, she was the one who initiated eye contact, & she held it all the way, however she wasn't smiling or anything, just expressionless. It's the same look she gives me when I see her glancing over/staring at me in class, which happens often. This was the 1st time she's ever initiated eye contact with me & the 1st time she's ever been able to hold it at all. She could've avoided me & got in her car, but she didn't. She just stood there looking at me & she had her key in the door but never even turned it to unlock it, she was just focused on me.

At the same time, she never made an attempt to talk to me since finding out (in the 4 classes since). She's always been shy around me & no one else. The one time she ever tried talking to me she froze up and couldn't even look at me & she's never been able to hold eye contact before with me, which is weird for her. This happened on the last day we knew we'd be seeing each for a while too.
