Only fully erected penis has its skin fully stretched. Without the erection, this skin shrinks a bit and therefore skin pigment cells get closer together, which makes the skin appear darker.

It's because of aging and shaving but easily corrected with intamite bleach not lightener I use it now as of 5 months ago and I used to ask myself and Google the same question
