If i'm flaunting them, whether that's a low cut shirt or a tight shirt, then no i'm not going to be super offended. I put them out there for the world to see so it's, as weird as it sounds, reassuring that my chest is as attractive as I think. It gets obnoxious if the guy can't keep his eyes from darting down to your chest in the middle of a conversation. That is when I get offended because honestly that's telling me that the only thing this man sees in me is my chest. Not my intelligence or personality or humor but two lumps of fatty tissue and mammary glands on my chest cavity.
I understand how you feel, but it doesn't happen in isolation. Our society--and many women in our society--promote breasts as sex objects (directly or indirectly). Yes, it would be nice if all males were capable of being polite enough to control their fascination, but it appears some cannot. Supposedly, in societies where breasts are not covered their perception as sex objects is greatly reduced...An interesting aspect of your opinion is that you are not bothered by this male fixation when it's your intention to be noticed. In general, I might suggest that the "it's okay when I want it to be okay, and not okay when I don't want it to be okay" concept doesn't seem to transfer well across gender. Either because each gender doesn't understand the rules of the other gender, or they are so involved in their own agenda that they don't care...
I feel pretty flattered. However, it does get creepy if the guy stares at my boobs for a long time. I have to agree with @SAngel003 when she said it's obnoxious when a guy keep glancing at your boobs in the middle of a conversation. It makes me feel like he's only interested in my body, not our conversation. I still wouldn't take offence at that though; guys like boobs, it's only natural for them to look! And it makes me feel pretty great about myself.
It wouldn't bother me... it's natural for guys to look, especially if I'm wearing a low-cut top.
