If there's a council then there's a central government. If it's not mob rule then it's not direct democracy
@Anon85 no because councils govern at community level and under council communism would self govern rather than carrying out law as decided by one central authority. It would literally be one person, one vote with each carrying equal weight, but at a community level where dehumanisation would be much harder because everyone affected by decisions would be present and have an equal voice; people are way less likely to vote to kill their literal neighbours than a murky, faceless 'other' invented by rhetoric and authoritarian propaganda.
