Should we care more about our fellow citizens than others?

Note the question here is SHOULD not whether or not we do. The debate on that is pretty much already done. I've been thinking about the immigration debate lately and this is one of the key issues that seems to keep popping up. One side says that we should care for our own citizens and not concern ourselves for non-citizens, whereas the other side will say something like that all humans should be treated the same regardless of place of birth. I find it an interesting discussion and depending on the day I can find myself sympathizing with one side or the other.
