how about if i went up to someone and touched their shoulder, could i say "my hand and her shoulder are touching." even though her shoulder didn't initiate the contact
In a hyper-technical sense that would be accurate and correct usage. But in real life we don't use that type of syntax. Again, depending on the context of what you are writing, it would be more natural to simply write "I walked up to her and touched her shoulder."
so in hyper technical sense does it make sense to say "Her shoulder touched my finger." ?

Can i say "My finger and the car are touching." ?
Does it make sense to say "The car and my finger are touching."
It makes sense. Bit odd though.
