If all your life you grew up in a horrible situation, do you think we can totally blame those people for turning to a life of crime as adults?

If a kid is exposed non-stop to violence, abuse, drugs, gangs, poverty, and rampant crime, should they grow up in life and turn to a life of crime, can we totally put the blame on the individual and just say, he or she should have known better?

In the opposite point of view, if a person had it all, and still turns to crime, how is that possible given they never had to want for anything?
