Is the "freedom a contract" a freedom or an entitlement?

Basically the "freedom of contract" refers to having a third party enforce a contract between two people without the third party having a say in the terms of that contract.

For example, when a renter and a landlord sign a legally binding agreement, should they expect the government to enforce that agreement without the government having a say in the terms of that agreement?

Also, do you think when Libertarians talk about "individual liberty" are they actually talking about individual liberty or the freedom of contract?
