If you had to choose without giving the Federal Government more power over the autonomy of the states, which executive level would you say should be held most accountable for the disproportionate amount of police brutality and lack of accountability happening in major cities across the country?

Yes there is Supremacy when it comes to laws and law enforcement, technically the Federal government is the end all be all, but I personally am under the opinion that there's danger in immediately jumping to the Federal level when it comes to regulation. We have the breakdown in power so that smaller jurisdictions can retain a form of autonomy and pass laws that better help specific problems facing those areas. Not All counties, cities, or towns of the US suffer from police corruption/ineptitude and if the argument is to be made that they do in some form or another, then it is still plain to see that some areas are impacted at a significantly higher rate than others.

It is perfectly fine to say that you wish for the Federal Government itself to take action on Police Reform. That is your opinion and it is valid. I am simply saying that if you had to choose more specifically who is at fault, where would it be?
