How in depth is our biological programming?

Okay, so I've been recently looking to trim my body fat percentage to somewhere around 12-13 percent and was talking to a friend about it and it came up that people like 'muscular' but not beyond a point and that number for her is exactly around 13-14% which also happens to be the healthy percentage (minimum) of body fat that doctors seem to recommend for males (i think, and for females I think it's 15-16% but I'm not sure). I've been noticing this and it doesn't really make sense as to why or how people can really start to notice a few percentage point differece and have a difference in attraction, I know one person isn't really a big data point but I've seen others here asking similar questions and getting expected responses, it's a bit uncanny, what is going on?
