It's a hypothetical question, not a documentary. Besides, there has been discussion about similar things, even by government officials. Additionally, hurricanes are 1. natural disasters, and 2. actively and continuously mitigated by local officials, both of which doesn't apply to these disasters. They weren't natural, and they were, and are, deliberately allowed to run rampant. Considering hurricanes are often regarded as "natural disasters" rather than just "disasters," I'm sure you forgoing the word wasn't an unconcious decision, but rather a deliberate attempt to embellish your faulty argument. A president paying people to destroy cities is not "acting like a president."
