If democratic policies were good for black people, why isn't Chicago a black utopia? They've had a democratic control for almost 90 year?

Since 1931, Chicago has had Democratic leadership. And many, if not most of those years, the officials were comrpised of a democratic super-majority, meaning there were few Republican officials. To be clear, "utopia" is an exaggeration. The point being, why isn't Chicago a great place to live, especially for black people?
If democratic policies were good for black people, why isnt Chicago a black utopia? Theyve had a democratic control for almost 90 year?
