Is it racist to have an actor play a character of a different race? OR to have a character's race changed?

We have heard plenty about the historical Whitewashing of Entertainment
Where Minority characters were played by White actors/actresses
and We accept it as a racist process.. and even in the modern era such things have been considered racist (Take for example Scarlett Johanson in Ghost in the Shell)

However,
is it racist to take a well known White character, and have them replaced with a minority actor/actress? OR to have the character itself have its race changed from White to another race? This happens quite often?
^ I don't see much spoke about that being "Racist" ? But is it not essentially the same thing?
INSTEAD I see this labeled as progress?

The same goes for Characters that were classically male, but have now been made female?
OR for characters that were well known to be straight, but are now being made LGBTQ?
? These of course also being labeled as a sign of progress?
and this is something we see played out constantly in entertainment today?
