Why do some people get less time for a horrible crime but more for selling drugs?

For example, a drug dealer can sometimes receive 15 years in prison but this guy (before the woman passed away 2 years later) initially only got 11 years:For selling drugs: 15 years
Setting a human being on fire: just 11 years
Does this make sense at all?

It took her dying 2 years later for the charges to finally be updated to murder and him getting a life sentence. I think that should already be a life sentence. You ruined someone's life forever in the worst possible way ever, they will forever agonize in pain and as long as they're alive, you only get 11 years!!!
