Sadly, the vast majority of grown adults aren't mature enough to have civilized conversations about politics without name-calling and ad hominem attacks.
Is that supposed to be a bad thing?
Depends on who you ask. It decreases voter participation, but is also an expression of a real democratic country wherein you can have an opinion as well as refrain from having one. You can look at it from several aspects. However, should apoliticals ever grow to be too large a group, democracy won't work anymore.
Most apoliticals I know, are aware that voting is important and do so quietly. They just avoid talking about politics in general with anyone to avoid unnecessary conflict and drama from people who aren't mature enough to have a civilized conversation.
Then they are silent voters more so than apoliticals as it denotes a complete disinterest in politics from voicing opinions to voting.
