Yes... but there are other ways to deal with bullies... I had one expelled and it was funny. Buy some hard drugs... dump some in his locker makes sure you get some drug on the locker handle, so when he opens it he gets it on his hands. When you test his hands for the stuff swab it will come out positive. Put gun casings in his locks too or unshot bullets. Then make a call to the police with a burnable phone and school and say this kid I think is getting ready to shoot up a school. Yeah did not see him after that.

Sometimes that is the only thing a bully understands. Getting a smacking from a bigger guy. No, it does not make you a bully. You are just talking the same "language" as the bully.
