Do You Believe the Officer was Justified in this PIT Maneuver?

In the video below, the officer flips on his lights at ~0:57 as a speeding motorist passes him. The driver, who was pregnant, then uses turn signal and enters the right lane, slowing down to 60mph.

At 1:14, the driver then puts her hazards on and maintains 60mph speed. The driver would later state that she didn't want to pull over because she "did not feel like it was safe" (4:30) and that the shoulder was too narrow. She states that she thought it would be safer to wait until the exit (5:50).

The officer used a PIT maneuver right before she was able to take the exit (the exit signs were visible in the video right before PIT (2:53 exit sign 3:05 PIT ).

The Arkansas Driver's Manual says the following:

1. Pull over to the right side of the road – activate your turn signal or emergency flashers to indicate to the officer that you are seeking a safe place to stop.
2. If you are unsure if you are being stopped by an actual police officer, activate
your turn signal or emergency flashers and pull to the nearest well-lit location, or
dial 9-1-1 and request confirmation that an actual police officer is attempting to
stop you.
3. Pull to the nearest/safest spot out of the traffic lane (Do not stop on bridges or
overpasses).

So, please us what you think:

A) Did the officer use excessive force given that her vehicle was traveling 60mph when he executed the PIT maneuver?

B) Do you believe that it was justified and the driver should have just pulled into the narrow shoulder whether she felt it was safe or not?
