Why do judges/the court system, or whoever let killers out on bond before their trial for a previous capital murder?

How many times have you thought to yourself that half the crime would go down if people were held accountable for their crimes? Instead they get out on bond, even for serious crimes. And how many times does someone kill a witness or someone else when let out? It's just another case of the police and court system can't protect you.

A man has been charged with murder after a 71-year-old woman was found dead outside a Texas McDonald's, police have said.

Andrew Williams was charged with the murder of Martha Medina. Harris County Sheriff Ed Gonzalez said officers had made an arrest in connection with the death of a woman who was found in the parking lot of a McDonald's on Uvalde Road, in Houston, in September.

On Twitter, Sheriff Gonzalez said in an arrest update on October 6: "Andrew Williams [40] has been charged with capital murder in the death of Mrs. Martha Medina (71).

"Williams was arrested today and is now in the Harris County Jail. He was out on bond in connection to a previous capital murder." Like WTF?
