Forced sterilization should not happen, for any reason. It is arguably as bad as forced fertilization—assuming the process for both was equally traumatic. The consequences for both are very similar in severity and duration.

Humans can understand everything, and so can be held responsible and accountable for their decisions. Because we are responsible for out own decisions, it is (generally speaking) wrong to make those decisions for us when we can make them for ourselves.

Because animals like dogs can't understand everything, they can't be held responsible or accountable for making decisions. So their owner takes on that responsibility and it is their job to do what they see as best for the dog.

Mandatory sterilization is not (should not be) a punishment for breaking the law. It is a violation of the person's rights. Even if you're a criminal, you still have some basic human rights.
