The biggest users of power in the home are things that have heating elements and run motors. My parents replaced their standard air cond. and electric resistance furnace with an air-source heat pump with a rating of 15 SEER. Their Budget Billing amount on the electric bill went from $177 per month down to $141 within a few months. After a collecting data for another year and a half and amassing a $600 surplus in their account, the electric company dropped the bill down to $60 a month.
Heat pump water heaters are another good way to go as long as you get a reliable one. When a person buys a house, it's better to get one that has 2x6" studs instead of 2x4" ones since the insulation is thicker.

You can look up the information online which appliances use roughly how much electricity and find out which use the most. For example, I know that an electric heater uses a LOT of energy and is often the reason bills go way up. LED lights use less than old light bulbs, but it is only the difference of maybe $10-$20 in a year. LMGTFY:https://www. siliconvalleypower. com/residents/save-energy/appliance-energy-use-chart

Yes, there are consumer devices that sit in line with the plug on your device and measure the electrical draw. If your electricity supplier does not provide them, I'm sure Amazon will.

Use candles more often and never leave lights on that aren't being used. Install a skylight if you own your home.
