It's a stupid law though. These kinds of laws are the ones which eventually get changed. For example it used to be against the law for women to be in a pub.A defect notice with a time frame to fix the problem before a penalty is given is the common sense solution to this problem.Where I'm from that's what the law is. I can have a tail light out for 5 years and still be given the courtesy of a defect notice once the authorities notice it. The US is still a very backward place in many respects.
