The entire Russian Government resigns after Putin proposes new reforms. What could this mean?

the entire Russian Government has resigned. He said there would be more constitutional amendments to weaken his successor and give more power to the parliment and prime minister.
Updates:
- He only gets two terms as president at a time, so last time, he became prime minister for a while, then president again. I have a feeling the interim president was the one who did all the unpopular things that Putin wanted doing, but that's just speculation. If they ever really get him out of power, they should amend the constitution to two terms per person, (which was probably the intent) not just consecutive terms.
