When there’s a state of emergency in my county with a stay at home order in place it means to stay at home except for essential activities right?

So with this whole coronavirus, our county In GA was recently put under a stay-at-home order to stay at home except for essential activities (going outside for a walk in the neighborhood, getting supplies, taking care of someone) is that right? My friend says that “oh it also says as long as it’s 10 people or less and keep our distance, then we can all still hangout” When I’m telling him that’s for when you go out in public to do essential things. Am I wrong about all this?
