The short answer is, YES. The number of cases is dependent on the number of people tested. You may see a headline that reads: Number of cases going up. But this COULD be misleading if the number of people tested is also going up. Week 1: 1000 people tested, 100 cases. Week 2: 2000 tested, 150 cases. A headline could read "The number of COVID cases rising." Technically, it is true. But the RATE has gone down. Everything needs to be contextualized.

Remember, the media is sneaky. They want to influence you, not inform you.
