The lottery would rather pay out the lump sum instead of paying it out over 21 years. If the winner take the lump sum they would get approximately $335 million before taxes and about $265 million after taxes. Still a lot of money but make you wonder if the system if fixed NOT for who but when.

Because that would be shady shit that requires conspiracy, which invites blowback. Running it legitimately already gets money from people, there’s no need to cheat people when they already throw money at you willingly and legally.

Smart people don’t need to cheat you to bleed you.The majority of rich people got there because you couldn’t help but throw your money at them and be glad about it. Flip flopping is just their nature, they’d probably do better if they didn’t lie. Fair enough. It depends on what you consider to be cheating or manipulation.I would say the drawings are manipulated by design to have profitable outcomes for the people running them. It sounds like you agree. It's just a question of semantics. That said, I wouldn't be remotely shocked if they had a secret meeting and said "look, let's just say nobody won so we can keep the money and sell even more ticket for the next one" I don't have any evidence that they did. But, I wouldn't put it past them.
