He goes to the same college and he's also in the same class; we're both design students.
He also has a twin brother in the same class; they look really similar but I can tell the difference by the way he looks at me.

I notice him looking at me often, sometimes he looks away when I caught him looking at me but sometimes he would look back while acting fidgety/nervous.
One time when he was turning his head to face his brother to tell something to him our eyes met.
Another time when I caught him looking at me, he hid his face by pulling his hat down slightly but a few seconds later he looked up to see my face while looking quite nervous.
When we we're both slicing paper, I got up he also got up to put the scrap paper in the recycling bin at the same time. He also looked like he was waiting for me to have break together because he turned around to see me but then walked off, I was going to ask if I could have lunch together but that didn't happen...

He also seems to touch his face a lot; when he looks at me.
I personally tilt my head when I'm looking at my computer screen (when I'm drawing, photoshop etc) and nobody else in the class does it but I noticed he does the same.

Should Person B remain single?
