Basically, in order for relationships and I guess society to improve, should men improve first, or should women?

And now here's the long explanation.
It's no secret that the divorce rate has increased in the past decades. It's also no secret that single parenthood - especially single motherhood- households have increased substantially. We are now seeing its (detrimental) affects on kids and society - higher rates of depression, aggression, suicide, poor grades and disciplinary issues, dropping out of school, unemployment, poverty, drug and substance usage and addiction, promiscuity, teen pregnancy, criminal behavior and incarceration, etc.

We see constantly people asking why relationships are failing, where society is heading as the nuclear family is being worn away if we continue this trend. Women wonder where are all the good men? Men wonder, especially in the west, are there much "marriage" material women left? How to attract such mates? I've heard many women say what's the point of being a good woman if they still get cheated on. And I've heard men say what's the point of being a good man if women aren't attracted to good men.
Common advice is you need to be a good woman to attract a good man, and vice versa. But in society, which gender needs to improve first. It's kind of a chicken vs egg, which comes first?

TLDR: So my question is, in order for relationships to be fixed in society (reduce divorce rate, reduce single parenthood, etc), who needs to improve first? Men? Women? Both? Neither? What is a "good man/woman"?

I dated a guy for 2 years and then I found out he had been cheating on me throughout the entire duration of our relationship. I left him in May and then I met a guy in July. I did not expect to be in a relationship so soon after such a devestating breakup.

My current guy is really sweet, loyal and House husband material, but he’s not romantic in any way. I have spoken to him and I’ve told him that I really appreciate all the little things he does such as my ironing, the cooking, cleaning etc but I wish he could be a little bit romantic once in a while. He doesn’t agree with my idea of romance, he thinks that gifting flowers, chocolates, fancy dinners are things that what couples in failing marriages do and there is no trace of me on his socia media. I hate to be the person who keeps tally but I think I’ve been very romantic; I managed to get hold of a rare copy of a book he’s been searching for years, I surprised him with concert tickets for a band he really wants to see and I bought him a pair of £200 earphones he has been eyeing up for months. Valentine’s Day is a silly commercial holiday but I was hoping for at least something but I got nothing! nada!

He lives just over an hour away via train, I travel every week/every couple of weeks to see him but all we ever do is stay at home with his mum, watch tv and occasionally go to the pub next door with his mum. I help babysit his niece and he sometimes leaves me at his home alone so he can go kickboxing for a couple of hours. I’ve been going through depression, I’ve only opened up to him once and he gossiped about my business to his mum so I haven’t been able to trust him with any other secrets.

Despite all of that I still really like him but a part of me feels like we’ve hit dead end because he’s not romantic. Should I dump him? Am I shallow for wanting gifts and fancy dinners once I a while?

He told me "I dont lie to women so i will be totally upfront. i find you certainly attractive and would like us to have some fun moments together but i see you as a potential girlfriend. i don't won't to give you hopes for anything more or else i'd be a liar. i have a very specific character type i look for marriage but you have everything else and would like us to enjoy our not commited relationship".
