There's this girl I've like for the past 4 years, and we've both told each other how the other means to us and I guess you could say we're almost best friends. Around when we first met, she knew that I liked her, but as time went on, she thought I that moved. When she knew, she didn't like me whatsoever and totally brushed me off whenever I tried flirting with her. Last month, she went through a serious breakup with a guy she was with for around 5 months, and I helped her though it - since her breakup we've been talking every day almost 24/7 (we've sent 500 texts back and forth just over the past couple days). Last week she confided in a mutual friend of ours that she wishes she could like me because of just how much we get along and because she's really attracted to me, but she doesn't know if we could be together because she's not sure about dating younger guys (she's a tiny bit over two years older than me - 733 days, which isn't much at all if you ask me), which is pretty frustrating because nearly everyone I meet says I both act and even look like I'm in my late teens rather than 16. Since I found out we've still flirted a bit, but I feel weird because I don't know what to feel now. I still want to be her friend, because I truly love her even as friend - she's always been someone I could go to talk about things and she feels the same way about me. I asked several people what they thought - some said just move on, whereas other said I shouldn't give up, but I should talk it slow and just maintain our friendship until she can fully recover from her breakup. I don't know if she was just saying she doesn't know about us because she doesn't want to date anyone so soon after her breakup, or if she just feels that way. Our mutual friend told me today that she honestly thinks the only reason she doesn't want a relationship is because of the age and that she actually really like me - her bias is just holding her back from anything right now. What do I do?

Cliff notes:
-Met a girl from dating site
-Been "dating" for 3 months now (not exclusive but its fine, barely seeing her is a major part of it)
-Both her parents are cops and she claims they're very strict and never let her out, maybe like once a week at best)
-I have upfront asked her multiple times, and to be honest, if she's not interested OR if there's another guy, or anything else. she denies and keeps denying anything
-she does flirt back and does say she wants to be with me
-again, we barely get to see eachother and it bothers me. she has to skip school or skip something important just to see me (shes a senior in HS and preparing for college and SATs, i know she's busy too)

I feel like i'm wasting my life waiting on someone sometimes

Anyone else been in a similar situaiton and can offer advice or what to say/do to feel better about this situation? I've seen her only 3 times out of the 3 months I've known her.

she does like me, i do like her obviously, it's just mainly her parents barely letting her out.

Summary:
-Started talking to a girl off a dating site. she's 18 and in highschool and i just turned 21
-We've been talking for about a month and a half. a month into talking (we've been texting and talking all day, most days) we finally met up and we had a blast. she even mentioned stuff we could do together in the future and etcetc, and we made out a lot and at the end of the night i told her i really liked her and she said the same

- After our first date (described above), she's been talking a lot less. at first she told me she's been really REALLY sick, which i believe because i called her one day and she sounded terrible, but now she claims she's been super busy.

Me? I've had enough girls who aren't clear on whats going on. i up front asked her "Ok so be honest with me, i promise i won't get mad, are you actually busy? or just not interested?" and she said "no i swear i really am just busy"

i said ok, gave her the benefit of the doubt and believed her... but her barely talking is still going on. I have to sometimes double or triple text just to get a response, and i know she sees em (shes active on tumblr, which she uses her phone for) but she doesn't seem to respond right away.

during this "slow talking" phase I've asked her to hang out and i've flirted with her and she'll flirt back and say "i'd love to" to hanging out, but she still is acting very distant which im totally baffled about.

what also really bothers me, me and her briefly chatted last night and i texted her back TWO MINS after her response and said "hey are we still on for tomorrow?" and i didn't hear back from her. i then texted her in the morning and still haven't heard anything back. she's done this before, but i asked and she said she's still interested, but im confused.

also i asked her what she thinks about being exclusive, she said "i dont know honestly. im very cautious because I've had my heart broken alot. and i swear im not lieing" and i said ok and to let her think.
