Me and my male best friend have known each other for the last 14 years but only been close for the last 3 years.

I'm sort of struggling with my feelings towards him as he keeps throwing mixed signals everywhere.
A few months ago we started holding hands/putting our arms around each other. He's the one who makes the move first and then he'll either say one of the two things. "We won't be able to do this when I have a girlfriend" or "I need to get used to just have one arm when I'm around you".

A month ago he was going off at how good in bed he was as I was saying "I just want it over and done with", his response would be "you wouldn't be saying that if it were me". He has personally told me he has never had sex with someone he had deep feelings for. And then as we said goodbye he said "one day I'll be married, have kids and we won't be best friends anymore, just friends".
He points out that since we have been close friends that neither of us has been in a long term relationship.

He has once carried me to hospital when I were having mild chest pains (weren't serious enough to call an ambulance, but was told I had a chest infection for those who will question why I didn't call for an ambulance)
He would sometimes brush the hair out of my eyes randomly, allows me to sit on his lap, we both listen to each others music with earphones in. if I start liking a guy, he would say he's not good enough for me.
Everyone at his work thinks we go out or at least sleep with each other.
We have never kissed, let alone had sex.

He gives me his debit card saying "go wild" when I'm in my favourite clothes shop. Letting me buy anything I want but usually he would do this to bribe me to come out with him on a special occasion (his nephew's christening or his cousins wedding and even his birthday)

From this description what does he want from me? Friendship, relationship, just sex or something else?

I broke up with my boyfriend of 1.5 years over a month ago because he was calling me horrible names and being very disrespectful towards me. I was sick of putting up with it and I dumped him. He was practically living with me (stayed with me 6-7 days a week and had a TON of stuff at my house, enough to live on, but had some stuff at his mom's house too). After this, we decided to try again and he has been great about not repeating ANY of the bad behavior that made me dump him in the first place but he has been pouty and butthurt about the fact that I dumped him. Right now we're dating exclusively, but have not officially become "boyfriend and girlfriend" again. We have been meaning to have a serious discussion about what we want and what we can expect from each other for like 3 weeks now, but he keeps putting it off. He freaks out if i expect "too much" from him (like basic communication), gets angry that I dumped him in the first place, and tells me i don't respect him because I won't "give him time" to work on himself and get all his "shit settled." I keep bringing up the fact that if we're actually going to move on and be together again, we need to have this talk and stop messing around in limbo. He keeps having important things to finish first (granted they are important, but he seems to have plenty of time for his friends/family and NEVER has time to have this one conversation). I've told him this makes me feel like his last priority and he swears that's not true, but we still haven't had the conversation. I don't know what to do. Do I keep asking? Do I wait and see if he brings it up? Part of me thinks he'll never bring it up and we'll just continue indefinitely in this strange half-relationship where I have NO IDEA what I'm allowed to expect from him (apart from monogamy). It's driving me crazy and making me resent him. What do I do?
