I think it makes the most sense really. He gave you his number, so you know he's interested. If you don't like the guy, you can just throw the number away if you can't just reject him then and there, you don't have to give out a fake number, and you don't have to dread "Oh my goodness, I don't want this guy to call me."

So all you have to do is either throw the number away and forget about him. And if You do like him, you can just text and say, "Hi, what's up?" So he can still ask you out. Since you texted him, letting him know you're also interested without feeling pressured into it.
