The BACKGROUND.
I live in a city that had been hit extremely HARD by COVID-19 to the point that our military was mobilized to assist in the WORST hit areas. My goverment employer has transitioned all of our staff to working from home. To their credit, our regional government leader and city mayor have worked extremely hard to SUCCESSFULLY reduce the number of cases and deaths by working in conjunction with our chief public health officer to contain and fight the pandemic by communicating the prohibiting of events larger than 5 people (except families), ramping up testing, regular & frequent hand washing, social distancing, and making wearing masks THE LAW. Persons breaking the law are subject to large punitive fines, including possible imprisonment.

Despite ALL these efforts, people, especially younger ones, continue to FLOUT the law. Occasionally, we see someone, who was fined, or arrested by police, and has been captured by mobile phone journalists on the local news.

Twice my family and I have had to self-isolate for two weeks due to a possible unintended COVID-19 exposure in grocery stores. We have also voluntarily been tested twice with negative results.

NOW TO THE QUESTION:
Today at my local grocery there was social distancing, hand-sanitizing and CLEAR SIGNAGE regarding the MANDATORY WEARING OF MASKS LAW. We enter the store, start our shopping and come face-to-face with a middle-aged woman of average socioeconomic background, who can CLEARLY speak and READ English, who is NOT WEARING a mask! I politely reminded her that it is required to wear a mask (later, I discovered she HAD a MASK!). She scoffed and turned away. I reported her to who I thought was a person of authority, wearing a mask, and his response to me was "So what do you want me to do about it?"

The second time, I accidently bumped into her, I raised my hand and asked her to stay 6ft /2m away from us, she pushed forward past us and basically told me to FO!

What are the character traits you want to see in your community and how are those instilled? All of the goodness I experience was instilled in childhood and by parents and a few teachers.

My community is like this... middle class america, a mix of different people... is this good?
I've walked around my area in day and night for 2 decades, never felt threatened or been threatened.
My neighbor has a key to my house... I have no concern. They also use my appliances when they ask and need more capacity.
I know a good portion of people near me. I help them by loaning tools and helping with projects, they help me. They've mowed my lawn when I'm gone and I do for them... no charge.
Low crime. Most crime is car breakins to cars.
No shootings... so far. Never threatened.

Traits:
Self sufficiency in employment.
Work - people are busy and have sufficient meaninful work.
Respect - we get along, there are no arguments or fights I've seen. People respect each others space.
Religious - there's a core foundation of Catholic and Christian, some Hindu, Muslim and who knows what else.


Underneath all of this are some character attributes instilled in these people that make it work to a level that makes people want to live here. Is this where you want to live?
